Now, AMC (via WotNot) have released a new trailer for The Walking Dead: Dead City season 2, episode 3. The trailer shows Negan getting tasked with finding and killing the New Babylon survivors on the island, as he'd let their escape boat come ashore because Hershel was on it. Maggie and the group come across zombies and new, benevolent survivors while on the outskirts of Manhattan, while the Dama (Lsa Emery) and Hershel are seen standing together, looking out at New York City.

The Groundwork Is Being Laid For Some Big Betrayals
The characters in Dead City season 2 are toying with varied allegiances: Negan doesn't want to work for the Dama yet is being forced to for Hershel's safety, while Hershel himself appears to be her willing ally. It's still unclear what happened when Maggie's son was captured by her that's made him turn against his mother, but it seems like season 2, episode 3 will be providing some answers. It appears to be tied to the New York leader's vision for the city's future, both protecting it from outsiders and uniting its groups under her rule.
As for Negan, his hunt for Maggie comes after the Dama killed his friend, Victor (Logan Schmucker), because Negan held back on attacking the New Babylon boat. Now that he's going to find the surviving soldiers, though, it's unclear if he's going to stay loyal to her once he and Maggie come face-to-face again. Morgan already confirmed the pair aren't going to meet again until season 2, episode 4, meaning Dead City's upcoming episodes still have plenty to explore before the big reunion happens.
