Ginny Steals The Gun From New Babylon's Major Narvaez
As New Babylon's Boat Is Being Attacked, Ginny Snatches The Gun
Although she headed to Manhattan without a gun, Ginny was able to steal one from Major Narvaez during the Croat's attack. Despite Maggie urging the group to come up with a smarter strategy, New Babylon opted to head to Manhattan on a ferry, which the Croat was able to anticipate. As a result, he and Negan devised a plan that involved firing artillery at New Babylon's boat after it was hit by several mines, causing all sorts of commotion on board. However, while most occupants panicked, Ginny saw it as the perfect opportunity to free Maggie and Hershel from imprisonment.
Alongside snatching a saw and other equipment for her rescue mission, Ginny also grabbed Narvaez's pistol as shown during the episode's closing moments. While Narvaez realized it was missing, she and New Babylon were still trying to figure out a plan B while Maggie struggled to process Hershel's connection to the Dama, meaning no one found out Ginny had the weapon. Therefore, she was able to slip under the radar since everyone underestimated her, and with Dead City season 1's ending setting up severe friction between Ginny and Negan, it looks like the latter could be her intended target.
Ginny May Want To Kill Negan After Their Last Meeting In Dead City Season 1
Negan Downplayed His Care For Ginny & Told Her He Killed Her Father
Ginny and Negan had a strong bond throughout the majority of season 1, but their last scene together may have set up the orphan's real reason for returning to Manhattan. Negan tried to protect his adopted daughter by sending her to the Bricks while he helped Maggie, but Ginny ended up traveling to Manhattan anyway so that she could be by Negan's side. Knowing he couldn't protect her while saving Hershel, Negan told Ginny that he was responsible for killing her father, which he claimed was the only reason he let her travel with him.
He then stated, "You're just a debt I had to pay", completely destroying their relationship and leaving Ginny without any real loved ones. While it's clear Negan didn't mean everything he said, it was his only way of convincing Ginny to leave the island with Perlie, but saying this to a young girl will undoubtedly have a long-term impact on her. As a result, her sole purpose could now be to avenge her father, and with Negan's evil side somewhat returning in The Walking Dead spinoff, it may make Ginny's desire to kill him even stronger.

Despite Their Last Conversation, Ginny May Still Rescue Negan As She Still Cares About Him Deep Down
While Ginny's season 2 plans may be to kill Negan, she could also end up using the gun to save him. Even if her intention really is to shoot him, there's a strong chance she has a change of heart when she finally confronts him. Despite the cruel things he said to her, there is a genuine connection between Negan and Ginny, which will make it hard for the latter to actually pull the trigger. Instead, she may end up shooting one of the show's main villains to grant Negan his freedom, allowing them the chance to patch things up.
In season 2's trailer, there was a short snippet of Ginny angrily pointing a gun at someone, but she never pulled the trigger, meaning Negan could be at the end of it, explaining his true feelings. Likewise, perhaps Ginny planned to save Negan the whole time and has already forgiven him deep down, despite her seemingly hostile attitude. Maybe she wants to hear why Negan really killed her father, and going to the island to rescue him would allow her the closure she deserves, making her story one of the most exciting in Dead City season 2.
